Introduction
The Indian Land Tenure Foundation (ILTF) will fulfill its mission by focusing on strategies involving education, culture, economics and law. While all of the organization’s grants compliment and reinforce the strategies as a whole, this RFP concentrates on our Education Strategy.

As directed by the Indian land tenure community that created ILTF, the Foundation has focused our initial funding opportunities on the provision of land tenure education that is accurate, practical, and specifically designed for Indian people. Having invested in the development of Indian Land Tenure curriculum for Head Start, K-12, and college, this RFP now calls for the implementation of the curriculum.
Background
The Education Strategy is critical in providing important information to those who are or will be involved in land tenure in Indian Country. As directed by Indian land tenure community members, ILTF initiated the development of curriculum designed for Head Start, K-12, and college students with the belief that a basic knowledge of land tenure issues throughout Indian Country will help Indian people understand the fundamental requirements and responsibilities of landownership. Through this curriculum, future and current Indian allottees, heirs, and landless tribal members will acquire the knowledge necessary in exercising informed and responsible self-determination concerning land assets. Additionally, a goal of this curriculum is for Indian students to become intellectually reconnected to the land and aware of its importance to their past, present and future as American Indians.
ILTF is now seeking Head Start centers, schools, colleges, and community education centers to implement this curriculum. ILTF will award small, one-time grants to institutions that will integrate this curriculum into their current school plans, provide meaningful and thorough feedback on the curriculum itself, and report on the numbers of students the curriculum reaches.
This RFP is targeted at the following educational institutions:
• Head Start centers with 50% or more Indian children in attendance
• Tribally controlled schools or schools with an Indian student population of 30% or more
• Tribally controlled colleges and universities, or colleges with established American Indian Studies programs (not general ethnic, cultural, or minorities studies programs)

As directed by the Indian land tenure community which created ILTF, the foundation initiated development of curriculum designed for Head Start, K-12, and college students. The purpose of the curriculum is to intellectually reconnect students to the land and raise their awareness of the land’s importance to their past, present, and future. The curriculum is freely available on this site in PDF and HTML format.
Education Strategy: Educate every Indian landowner about Indian land tenure issues so that knowledge becomes power when decisions to create positive futures are made.
